City of Surprise to Update its 2035 General Plan

The City of Surprise is kicking off an update to its 2035 General Plan, which was just approved by the voters in 2013. The 2035 General Plan included a “village” concept similar to the City of Phoenix. Surprise has decided to move away from the village concept and is moving forward with a major General Plan amendment to eliminate the Village concept and replace it with a series of Specific Plans for certain areas of the City as well as “Character Area” design guidelines.

The City just kicked off its public outreach effort, which is intended to define the form and substance of the upcoming General Plan amendment application.
