Lyle brings a unique blend of public- and private-sector experience to help clients navigate Arizona’s zoning and entitlement process with clarity and confidence. His background with the Cities of Tempe, Phoenix, and Buckeye, combined with his time in private land use consulting, gives him a practical, solutions-oriented perspective on projects throughout the valley and the state.
As a Land Use Planner at Gammage & Burnham, Lyle supports clients through the full spectrum of entitlements, including rezonings, PADs, use permits, variances, and special permits. He has worked on a wide range of project types—from multifamily and single-family residential communities to industrial warehouses, data centers, self-storage facilities, restaurants, medical marijuana and billboards. Lyle works closely with attorneys, city staff, developers, and neighborhood groups to shepherd projects from early due diligence through entitlement approvals and ultimately to certificates of occupancy.
He earned both his bachelor’s and master’s degree in urban environmental planning from Arizona State University and is always on the move travelling around the country and beyond, always finding time for the outdoors.
