City of Phoenix Minor General Plan Amendment Case No. GPA-CE-1-21-8

City of Phoenix Rezoning Case No. Z-27-21-8

Project Summary Location

Our firm represents Creighton Community Foundation (“CCF”), and their application (Case No. Z-27-21-8) to rezone the Gateway Elementary School property, as outlined on the aerial below (the “Property”).  The Property is approximately 15 gross acres and is generally located along the north side of the Loop 202 / Red Mountain freeway between 34th Street and 35th Street.

Creighton Community Foundation is a nonprofit organization that receives support and funding to administer a variety of service and community events, school social work, youth leadership programs and after school programs for schools within the Creighton School District.  In 2021 CCF applied to rezone the Property from R1-6, R-3 and PAD-13 to Planned Unit Development (PUD) to allow commercial uses on site.  These commercial uses will expand and increase the available on-campus resources, specifically in health services, to support the surrounding community and academic outcomes for students.  Proposed uses include a 2-acre community garden, a farmer’s market, professional clinical/medical facilities, and retail food sales.  The PUD zoning will also allow CCF to construct a billboard adjacent to the freeway to provide an additional funding source for these support services.

In May of 2021, Gammage & Burnham held a neighborhood meeting to discuss the proposed rezoning.  Shortly after the meeting, due to unforeseen circumstances, the project was paused.  It is now moving forward in the process and since a significant amount of time has passed, we would like to invite you to another virtual neighborhood meeting to reintroduce the project and answer any questions that you may have.
