Profile
Lisa T. Hauser brought her substantial expertise in the area of election law to the firm in 2002. Her practice emphasizes the representation of both candidate and ballot measure (initiative, referendum and recall) campaigns. She has also practiced extensively in the areas of campaign finance law and the Voting Rights Act. She serves as an attorney for the Arizona Republican Party and represented “Bush for President” before the Broward County canvassing board during the 2000 presidential election recount. In 2001, she was selected as counsel to the first Arizona Independent Redistricting Commission. Ms. Hauser has briefed and argued more than thirty election-related cases in the Arizona appellate courts as well as appearing in the Ninth Circuit Court of Appeals and the United States Supreme Court.

Ms. Hauser began her legal career in the Arizona Attorney General’s Office in 1981 and served there until 1993. While representing the Arizona Secretary of State she was frequently called upon to assist the Arizona Legislature in drafting and reviewing legislation involving the conduct of elections. During the 1992 redistricting litigation, she was named by the three judge panel of the United States District Court, District of Arizona, as a special counsel on Arizona election laws and procedures for the purpose of implementing the court’s congressional redistricting plan. During her representation of the Arizona Secretary of State, she was responsible for the state’s compliance with the Federal Voting Rights Act, including obtaining preclearance of all of Arizona’s election law changes. In 1993, she was recognized by the U.S. Department of Defense, Federal Voting Assistance Program for drafting and securing passage of legislation to improve absentee voting for Arizona’s military personnel and overseas citizens.

After her appointment by the Governor to administer Arizona’s regulatory responsibilities under the Tribal-State Gaming Compacts in 1993, Ms. Hauser was named the Governor’s Director of Legislation in 1994 and then as General Counsel to the Governor in 1995. In that capacity, she provided legal representation to the Governor and his staff on a wide-ranging variety of issues involving the operation of state government.

Ms. Hauser has served as a faculty member at numerous seminars and is often asked to address schools, civic and community groups on a wide variety of election-related topics. She also served as an on-line legal commentator for The Arizona Republic during the Bush v. Gore presidential election contest.
